Legacy of Insolence changed?

Has the legacy of insolence rewards changed? I'm getting lots of parts but very few if any recipes. Before Kameal, I was able to turn in any of the npc's and about 1/2 the time I would get recipes, even from the turn in for just part npc's. Now all I am getting are parts and about 1/6 if I'm lucky that day, I can get a recipe from Walderal, the other npcs no longer give recipes.

Is this change permanent or are you going to change it back?

Yes the rewards have been changed to be more like retail.

Check the different NPCs you can turn them in to for the different rewards.

Okay, I tried again and turned in 12 sets of floor blueprints and not a single recipe from Warehouse Keeper Walderal. Can you check it to see if 1/25 is the right ratio for getting recipes? I got a gloves recipe last night doing 13 turn ins.
