I understand I get seeds in order to get materials parts, but is this also how I get recs for weapons/armor/jewels?

Is there a quest I should be picking up?

u can exchange the seeds for s80 recs and parts in parnassus spawn point (luxury gk tp).
no need for a quest until now...
